Assign your Sites to particular Service Centers so that Job creation for that Site can be restricted by Service Center. i.e., only Employees assigned to that Service Center can create or modify Jobs for that Site.

Leave the Site Service Center Code blank if you want to have that Site available across all Service Centers, or to Employees with unrestricted rights.
