If you are having issues with security right you might have to apply this:

In C:\Windows\Microsoft.NET\Framework\v2.0.50727 run aspnet_regiis -ga server\user

If the account is local to the server replace server with the name of the server, if it is a domain account, replace it with the domain name.

Replace user with the VMEP user account, e.g. VMEPuser
